Curtea de Conturi European\u0103 a analizat situa\u021bia autostr\u0103zii A1, considerat\u0103 esen\u021bial\u0103 pentru coridorul Rin-Dun\u0103re.<\/p>\n\n\n\n<p>Concluzia acestora este c\u0103 proiectul are \u0219anse foarte mici s\u0103 fie finalizat p\u00e2n\u0103 \u00een 2030. Iar principala cauz\u0103 este autostrada care trebuie s\u0103 lege Bucure\u0219tiul de N\u0103dlac, cu o lungime total\u0103 de 582 km.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Autostrada Bucure\u0219ti-N\u0103dlac nu va fi gata nici p\u00e2n\u0103 \u00een 2030<\/h2>\n\n\n\n<p>Raportul eviden\u021biaz\u0103 \u00eent\u00e2rzieri majore, costuri \u00een cre\u0219tere \u0219i probleme structurale de planificare. Situa\u021bia este cu at\u00e2t mai grav\u0103 cu c\u00e2t unele tronsoane nici m\u0103car nu sunt planificate \u00een prezent.<\/p>\n\n\n\n<p>Cel mai elocvent exemplu este segmentul Sibiu-Pite\u0219ti, unul dintre cele mai dificile \u0219i mai a\u0219teptate. Auditorii atrag aten\u021bia c\u0103 lipsa unei viziuni unitare blocheaz\u0103 progresul proiectului.<\/p>\n\n\n\n<p>\u00cen plus, consultarea p\u0103r\u021bilor interesate nu a fost una eficient\u0103. Toate aceste probleme pun sub semnul \u00eentreb\u0103rii respectarea termenelor asumate de Rom\u00e2nia.<\/p>\n\n\n\n<p>Potrivit raportului, autostrada A1 este planificat\u0103 \u0219i construit\u0103 prin numeroase componente mici, fiecare cu propriile proceduri de contractare \u0219i autorizare. \u00cen medie, este necesar\u0103 o autoriza\u021bie de construire la fiecare 7 km de&nbsp;<a href=\"https:\/\/www.promotor.ro\/stiri-auto\/autostrada-asteptata-de-soferi-sibiu-pitesti-ar-putea-fi-deschisa-din-2026-19447160\">autostrad\u0103<\/a>. Iar autoriza\u021biile de mediu se elibereaz\u0103, \u00een medie, una la fiecare 26 km.<\/p>\n\n\n\n<p>Aceast\u0103 fragmentare genereaz\u0103 \u00eent\u00e2rzieri semnificative \u0219i cre\u0219te riscul blocajelor administrative. Auditorii subliniaz\u0103 c\u0103 birocra\u021bia excesiv\u0103 face imposibil\u0103 o implementare eficient\u0103 \u0219i coerent\u0103 a proiectului. Costurile estimate pentru finalizarea A1 au ajuns la 7,3 miliarde de euro.<\/p>\n\n\n\n<p>Cu toate acestea, nu toate componentele sunt \u00eenc\u0103 planificate, ceea ce \u00eenseamn\u0103 c\u0103 suma final\u0103 ar putea fi mult mai mare. Uniunea European\u0103 cofinan\u021beaz\u0103 proiectul cu 995 milioane de euro, conform datelor din 2019.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u00cent\u00e2rzierile au ajuns la aproape 80 de luni<\/h2>\n\n\n\n<p>\u00cent\u00e2rzierile pe anumite tronsoane ajung p\u00e2n\u0103 la 79 de luni. La nivel general, proiectul este \u00eent\u00e2rziat cu aproximativ opt ani fa\u021b\u0103 de calendarul ini\u021bial.<\/p>\n\n\n\n<p>Raportul mai arat\u0103 c\u0103 \u00eent\u00e2rzierile au efecte directe asupra siguran\u021bei rutiere. \u0218oferii sunt obliga\u021bi s\u0103 foloseasc\u0103 drumuri na\u021bionale cu o singur\u0103 band\u0103 pe sens, mult mai periculoase.<\/p>\n\n\n\n<p>Pe aceste tronsoane, num\u0103rul&nbsp;<a href=\"https:\/\/www.promotor.ro\/stiri-auto\/un-al-doilea-contract-de-500-de-milioane-de-euro-de-la-bei-pentru-autostrada-sibiu-pitesti-semnat-de-ministrul-finantelor-19446201\">accidentelor<\/a>&nbsp;\u0219i al deceselor este peste media na\u021bional\u0103. Doar pe segmentele analizate au fost raportate 92 de accidente cu coliziuni frontale.<\/p>\n\n\n\n<p>Auditorii semnaleaz\u0103 \u0219i utilizarea ineficient\u0103 a fondurilor europene. Un tronson al autostr\u0103zii construit \u00eentre Lugoj \u0219i Deva, cu o cofinan\u021bare UE de 12,4 milioane de euro, nu este utilizat.
