UE schimb\u0103 regulile pentru \u0219oferi de la 1 Iulie 2026.&nbsp;<a href=\"https:\/\/european-union.europa.eu\/index_ro\">Uniunea European\u0103<\/a>&nbsp;preg\u0103te\u0219te una dintre cele mai importante actualiz\u0103ri legislative din ultimii ani \u00een domeniul&nbsp;<a href=\"https:\/\/www.capital.ro\/autostrada-unirii-va-traversa-prutul-spre-republica-moldova-cnair-a-desemnat-constructorul-pentru-tronsonul-de-autostrada-iasi-ungheni.html\" target=\"_blank\" rel=\"noreferrer noopener\">transportului rutier<\/a>. \u00cencep\u00e2nd cu 1 iulie 2026, intr\u0103 \u00een vigoare un pachet de m\u0103suri care afecteaz\u0103 direct \u0219oferii de autoturisme, transportatorii \u0219i companiile care opereaz\u0103&nbsp;<a href=\"https:\/\/www.capital.ro\/informatie-pentru-romanii-care-au-masini-cu-volan-pe-dreapta-avertismentul-politiei-romane.html\" target=\"_blank\" rel=\"noreferrer noopener\">vehicule<\/a>&nbsp;comerciale.<\/p>\n\n\n\n<p>Schimb\u0103rile vizeaz\u0103 \u00een special siguran\u021ba rutier\u0103, monitorizarea condusului \u0219i reglementarea transportului interna\u021bional.<\/p>\n\n\n\n<p>Toate&nbsp;<a href=\"https:\/\/www.capital.ro\/ti-s-a-clonat-numarul-de-inmatriculare-ce-riscuri-apar-si-cum-iti-dovedesti-nevinovatia.html\" target=\"_blank\" rel=\"noreferrer noopener\">autoturismele<\/a>&nbsp;nou omologate dup\u0103 data de 1 iulie 2026 vor trebui s\u0103 respecte standarde tehnice mai stricte.<\/p>\n\n\n\n<p>Unul dintre cele mai importante elemente este introducerea Event Data Recorder, un sistem de tip \u201ecutie neagr\u0103\u201d.<\/p>\n\n\n\n<p>Acesta va \u00eenregistra informa\u021bii esen\u021biale precum:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>viteza de deplasare<\/li>\n\n\n\n<li>utilizarea fr\u00e2nei<\/li>\n\n\n\n<li>folosirea centurii de siguran\u021b\u0103<\/li>\n\n\n\n<li>date relevante \u00een cazul unui accident<\/li>\n<\/ul>\n\n\n\n<p>Scopul principal este cre\u0219terea transparen\u021bei \u00een investigarea accidentelor \u0219i \u00eembun\u0103t\u0103\u021birea siguran\u021bei rutiere.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"semnalizare-automata-la-franare-puternica\"><a href=\"https:\/\/www.capital.ro\/reguli-noi-pentru-soferi-de-la-1-iulie-2026-ue-introduce-cutia-neagra-schimbare-imensa-la-nivel-international.html#semnalizare-automata-la-franare-puternica\">Semnalizare automat\u0103 la fr\u00e2nare puternic\u0103<\/a><\/h3>\n\n\n\n<p>Noile reguli prev\u0103d \u0219i un sistem de avertizare mai eficient pentru traficul din spate.<\/p>\n\n\n\n<p>La fr\u00e2n\u0103ri bru\u0219te (peste 50 km\/h):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>luminile de fr\u00e2n\u0103 pot deveni intermitente<\/li>\n\n\n\n<li>dup\u0103 oprire, se activeaz\u0103 automat avariile<\/li>\n<\/ul>\n\n\n\n<p>Aceast\u0103 m\u0103sur\u0103 reduce riscul de coliziuni \u00een lan\u021b.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_1604635\"><a href=\"https:\/\/i2.wp.com\/media.capital.ro\/wp-content\/uploads\/2026\/02\/trafic-4-scaled-e1770211359415.jpg?ssl=1\"><img decoding=\"async\" src=\"https:\/\/i2.wp.com\/media.capital.ro\/wp-content\/uploads\/2026\/02\/trafic-4-scaled-e1770211359415.jpg?w=800&#038;ssl=1\" alt=\"trafic, masini, soferi\" class=\"wp-image-1604635\" data-recalc-dims=\"1\"\/><\/a><figcaption class=\"wp-element-caption\">SURSA FOTO: Dreamstime \u2013 Ma\u0219ini \u00een trafic<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"monitorizarea-atentiei-soferului\"><a href=\"https:\/\/www.capital.ro\/reguli-noi-pentru-soferi-de-la-1-iulie-2026-ue-introduce-cutia-neagra-schimbare-imensa-la-nivel-international.html#monitorizarea-atentiei-soferului\">Monitorizarea aten\u021biei \u0219oferului<\/a><\/h3>\n\n\n\n<p>Un alt sistem obligatoriu este Advanced Driver Distraction Warning (ADDW). Func\u021bioneaz\u0103 printr-o camer\u0103 orientat\u0103 c\u0103tre \u0219ofer \u0219i detecteaz\u0103:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lipsa aten\u021biei la drum<\/li>\n\n\n\n<li>privirea prelungit\u0103 \u00een afara carosabilului<\/li>\n\n\n\n<li>utilizarea excesiv\u0103 a ecranelor din bord<\/li>\n<\/ul>\n\n\n\n<p>Sistemul emite avertiz\u0103ri sonore sau vizuale atunci c\u00e2nd detecteaz\u0103 comportamente riscante.<\/p>\n\n\n\n<p>De\u0219i nu va fi obligatoriu pentru to\u021bi \u0219oferii, toate ma\u0219inile noi vor trebui s\u0103 fie preg\u0103tite pentru instalarea unui dispozitiv alcolock.<\/p>\n\n\n\n<p>Acesta poate bloca pornirea motorului dac\u0103 este detectat alcool \u00een aerul expirat, \u00eens\u0103 montarea lui va depinde de legisla\u021bia na\u021bional\u0103 sau de situa\u021bii specifice.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"schimbari-majore-pentru-transportatori-si-dube\"><a href=\"https:\/\/www.capital.ro\/reguli-noi-pentru-soferi-de-la-1-iulie-2026-ue-introduce-cutia-neagra-schimbare-imensa-la-nivel-international.html#schimbari-majore-pentru-transportatori-si-dube\">Schimb\u0103ri majore pentru transportatori \u0219i dube<\/a><\/h3>\n\n\n\n<p>Reforma UE nu vizeaz\u0103 doar autoturismele, ci \u0219i sectorul transportului comercial.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th class=\"has-text-align-left\" data-align=\"left\">Domeniu<\/th><th class=\"has-text-align-left\" data-align=\"left\">Reglementare<\/th><th class=\"has-text-align-left\" data-align=\"left\">Detalii<\/th><\/tr><\/thead><tbody><tr><td>Vehicule vizate (transport interna\u021bional)<\/td><td>Tahograf inteligent SMT2 obligatoriu<\/td><td>Vehiculele comerciale care efectueaz\u0103 transport interna\u021bional trebuie echipate cu tahograf inteligent de genera\u021bia a II-a (SMT2).<\/td><\/tr><tr><td>Extinderea obliga\u021biei<\/td><td>Din 1 iulie 2026<\/td><td>Obliga\u021bia se extinde \u0219i la vehiculele comerciale cu masa de peste 2,5 tone.<\/td><\/tr><tr><td>Scop principal<\/td><td>Monitorizare activitate \u0219ofer<\/td><td>Control mai strict asupra timpilor de condus \u0219i respect\u0103rii regulilor sociale \u00een transport.<\/td><\/tr><tr><td>Date \u00eenregistrate<\/td><td>Timpi de conducere<\/td><td>Eviden\u021biaz\u0103 durata efectiv\u0103 a condusului pentru fiecare \u0219ofer.<\/td><\/tr><tr><td>Date \u00eenregistrate<\/td><td>Perioade de odihn\u0103<\/td><td>Monitorizeaz\u0103 respectarea pauzelor obligatorii \u0219i a timpilor de repaus.<\/td><\/tr><tr><td>Date \u00eenregistrate<\/td><td>Respectarea legisla\u021biei sociale<\/td><td>Verific\u0103 respectarea normelor UE privind programul de lucru \u0219i siguran\u021ba rutier\u0103.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>Cabotajul (transport intern realizat \u00eentr-un alt stat UE) este mai strict reglementat:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>maximum 3 transporturi interne<\/li>\n\n\n\n<li>\u00een 7 zile dup\u0103 o curs\u0103 interna\u021bional\u0103<\/li>\n\n\n\n<li>urmate de o pauz\u0103 obligatorie de 4 zile<\/li>\n<\/ul>\n\n\n\n<p>Regulile se extind acum \u0219i asupra vehiculelor u\u0219oare (dube), nu doar camioanelor.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"obligatia-de-intoarcere-a-vehiculului\"><a href=\"https:\/\/www.capital.ro\/reguli-noi-pentru-soferi-de-la-1-iulie-2026-ue-introduce-cutia-neagra-schimbare-imensa-la-nivel-international.html#obligatia-de-intoarcere-a-vehiculului\">Obliga\u021bia de \u00eentoarcere a vehiculului<\/a><\/h3>\n\n\n\n<p>O alt\u0103 m\u0103sur\u0103 important\u0103 oblig\u0103 vehiculele comerciale s\u0103 revin\u0103 \u00een \u021bara de origine cel pu\u021bin o dat\u0103 la 8 s\u0103pt\u0103m\u00e2ni.
