a programului&nbsp;<a href=\"https:\/\/www.promotor.ro\/stiri-auto\/este-oficial-avem-programul-rabla-si-in-2026-dar-numai-pentru-anumite-masini-si-doar-pentru-persoane-fizice-19500501\">Rabla 2026<\/a>&nbsp;\u00een cadrul unei conferin\u021be de pres\u0103, la care&nbsp;<em>ProMotor.ro<\/em>&nbsp;a participat.<\/p>\n\n\n\n<p>Dan Vardie, pre\u0219edintele APIA, al\u0103turi de Dan Cu\u021bui, vicepre\u0219edintele organiza\u021biei, sus\u021bine c\u0103 bugetul propus pentru anul acesta este prea mic \u0219i nu este corelat cu situa\u021bia economic\u0103 real\u0103 a cet\u0103\u021benilor.<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\" id=\"attachment_19501418\"><a class=\"wp-block-heading\"><strong>APIA: Ministerul Mediului nu ne-a consultat<\/strong><\/h2>\n\n\n\n<p>Potrivit APIA, Ministerul Mediului a avut discu\u021bii cu \u201eni\u0219te asocia\u021bii patronale\u201d, dar Dan Vardie, de\u0219i spune c\u0103 asocia\u021bia pe care o conduce nu este una patronal\u0103, sus\u021bine c\u0103 APIA nu a fost consultat\u0103 de Diana Buzoianu, ministrul interimar al Mediului.<\/p>\n\n\n\n<p>De asemenea, conducerea APIA mai avertizeaz\u0103 c\u0103 bugetul programului este mai mic fa\u021b\u0103 de edi\u021biile anterioare. \u00cen compara\u021bie, edi\u021bia din 2024 a dispus de un buget de 1,3 miliarde de lei, dintre care 300 de milioane de lei pentru Rabla Clasic \u0219i 1 miliard de lei pentru Rabla Plus, iar&nbsp;<a href=\"https:\/\/www.promotor.ro\/stiri-auto\/schimbari-majore-in-programul-rabla-2025-ghidul-complet-cum-te-inscrii-care-sunt-conditiile-si-cati-bani-primesti-19420404\">cea din 2025<\/a>&nbsp;a avut doar 200 de milioane de lei.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\u201eBugetul acesta, de 300 de milioane, dincolo de faptul c\u0103 din informa\u021biile noastre reprezint\u0103 mai mult voin\u021ba altor ministere dec\u00e2t voin\u021ba ministerului mediului, (\u2026) este de 4 ori mai mic dec\u00e2t a fost (\u00een 2024, care a fost de) 1,2 miliarde de lei\u201d, reaminte\u0219te Dan Vardie, pre\u0219edintele Asocia\u021biei Produc\u0103torilor \u0219i Importatorilor de Autoturisme.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Defini\u021bia \u201eMade in Europe\u201d \u00eenc\u0103 este incert\u0103<\/strong><\/h2>\n\n\n\n<p>APIA mai reclam\u0103 \u0219i faptul c\u0103 programul Rabla se va concentra pe autoturisme \u201eMade in Europe\u201d. \u00cen anii trecu\u021bi, criteriile principale vizau tipul de motorizare, nivelul emisiilor \u0219i casarea unei ma\u0219ini vechi. Astfel c\u0103, principala noutate pentru 2026 este c\u0103 acum va conta \u0219i \u021bara \u00een care e fabricat\u0103 ma\u0219ina.<\/p>\n\n\n\n<p>Asta \u00eenseamn\u0103 c\u0103 ma\u0219inile americane sau asiatice nu vor putea fi achizi\u021bionate cu vouchere Rabla. Ceea ce \u00eenseamn\u0103 c\u0103 ar putea fi excluse finan\u021b\u0103rile pentru m\u0103rci precum Tesla, BYD sau MG, dar \u0219i pentru Dacia Spring, care e asamblat\u0103 \u00een China.<\/p>\n\n\n\n<p>Dan Vardie sus\u021bine c\u0103 defini\u021bia \u201eMade in Europe\u201d \u00eenc\u0103 este incert\u0103, \u00eentruc\u00e2t nu se \u0219tie dac\u0103 se refer\u0103 la \u201efabricat\u201d sau \u201easamblat\u201d \u00een Europa, iar componenta principal\u0103 vizat\u0103 de aceast\u0103 denumire este bateria. \u00cen momentul de fa\u021b\u0103, doar China, Coreea de Sud \u0219i Japonia produc celule de baterii la nivel industrial, potrivit spuselor lui Dan Vardie.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\u201e\u00cen acest context \u00een care \u00een Europa nu exist\u0103, \u00eenc\u0103 o dat\u0103, vorbim de regim industrial, nimic care s\u0103 spun\u0103 \u00abUite, noi, europenii, am reu\u0219it s\u0103 facem ni\u0219te baterii\u00bb. Toate sunt f\u0103cute cu celule \u00een China\u201d, spune Dan Vardie, pre\u0219edintele Asocia\u021biei Produc\u0103torilor \u0219i Importatorilor de Autoturisme.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>APIA solicit\u0103 o defini\u021bie concret\u0103 \u0219i clar\u0103 a termenului \u201eMade in Europe\u201d \u0219i care s\u0103 fie u\u0219or de identificat, eventual prin un procent din componentele care alc\u0103tuiesc respectivul autoturism.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Dan Vardie: \u201eToat\u0103 lumea se crede Trump!\u201d<\/strong><\/h2>\n\n\n\n<p>Dan Vardie a prezentat \u0219i o posibil\u0103 situa\u021bie juridic\u0103 la care Rom\u00e2nia se poate expune dac\u0103 aprob\u0103 varianta unui program Rabla axat pe ma\u0219inile europene. Potrivit acestuia, Comisia European\u0103 sus\u021bine c\u0103 niciun stat membru al Uniunii nu poate administra nicio restric\u021bie niciunui produc\u0103tor auto. concret, Rom\u00e2nia nu poate face un astfel de program \u0219i s\u0103 exclud\u0103 produc\u0103tori precum Nissan, Chery sau BYD.<\/p>\n\n\n\n<p>Astfel, Rom\u00e2nia nu poate s\u0103 creeze regulile sale pentru un astfel de program. Aici se poate invoca exemplul Fran\u021bei, dar programul implementat de aceast\u0103 \u021bar\u0103 este unul de ajutor social, diferit de ce implementeaz\u0103 Rom\u00e2nia. Pe scurt, programul Fran\u021bei vizeaz\u0103 persoanele care au un venit anual de sub 15.000 de euro \u0219i care \u00eendeplinesc mai multe condi\u021bii.
