Regulamentul acoper\u0103 \u00eentregul ciclu de via\u021b\u0103 al unui automobil, de la faza de proiectare p\u00e2n\u0103 la tratarea acestuia la sf\u00e2r\u0219itul duratei de utilizare. Noile m\u0103suri au primit aprobarea final\u0103 a legislativului european cu 437 de voturi pentru, 112 \u00eempotriv\u0103 \u0219i 20 de ab\u021bineri. accent pe reutilizarea materialelor \u0219i reducerea de\u0219eurilor generate de industria auto.<\/p>\n\n\n\n<p>Potrivit regulamentului, toate vehiculele noi introduse pe pia\u021ba european\u0103 vor trebui proiectate astfel \u00eenc\u00e2t c\u00e2t mai multe componente \u0219i piese s\u0103 poat\u0103 fi demontate cu u\u0219urin\u021b\u0103 la finalul ciclului de via\u021b\u0103. Obiectivul este cre\u0219terea gradului de recuperare a materialelor \u0219i dezvoltarea unei economii circulare \u00een sectorul auto.<\/p>\n\n\n\n<p>\u00cen ceea ce prive\u0219te materialele plastice utilizate la fabricarea&nbsp;<a href=\"https:\/\/www.capital.ro\/un-milion-de-kilometri-mai-tarziu-ce-trebuie-sa-faci-pentru-ca-o-masina-sa-ajunga-la-un-milion-de-kilometri.html\" target=\"_blank\" rel=\"noreferrer noopener\">automobilelor<\/a>, fiecare tip nou de vehicul va trebui s\u0103 con\u021bin\u0103 cel pu\u021bin 15% plastic reciclat \u00een termen de \u0219ase ani de la aplicarea regulamentului. Pragul va cre\u0219te la 25% dup\u0103 zece ani.<\/p>\n\n\n\n<p>De asemenea, cel pu\u021bin 20% din cantitatea de plastic reciclat utilizat\u0103 va trebui s\u0103 provin\u0103 din materiale recuperate din vehicule scoase din uz sau din componente uzate, \u00een cadrul unui sistem de reciclare de tip \u201ebucl\u0103 \u00eenchis\u0103\u201d.&nbsp;<a href=\"https:\/\/www.capital.ro\/mipe-aduce-experti-europeni-la-bucuresti-romania-isi-prezinta-rezultatele-evaluarii-fondurilor-ue.html\" target=\"_blank\" rel=\"noreferrer noopener\">Comisia European\u0103<\/a>&nbsp;va putea propune ulterior obiective similare \u0219i pentru alte materiale, inclusiv o\u021bel reciclat, aluminiu, magneziu sau materii prime critice, \u00een func\u021bie de rezultatele studiilor de fezabilitate.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"noi-conditii-pentru-vanzarea-vehiculelor-rulate-si-transferul-proprietatii\"><a href=\"https:\/\/www.capital.ro\/ue-schimba-regulile-pentru-industria-auto-vehiculele-vor-fi-proiectate-si-reciclate-dupa-noi-standarde.html#noi-conditii-pentru-vanzarea-vehiculelor-rulate-si-transferul-proprietatii\">Noi condi\u021bii pentru v\u00e2nzarea vehiculelor rulate \u0219i transferul propriet\u0103\u021bii<\/a><\/h3>\n\n\n\n<p>Regulamentul introduce obliga\u021bii suplimentare pentru companiile care comercializeaz\u0103&nbsp;<a href=\"https:\/\/www.capital.ro\/ce-trebuie-sa-stii-inainte-sa-cumperi-o-masina-adusa-din-strainatate.html\" target=\"_blank\" rel=\"noreferrer noopener\">vehicule second-hand<\/a>&nbsp;pe pia\u021ba european\u0103.<\/p>\n\n\n\n<p>La momentul v\u00e2nz\u0103rii unui vehicul rulat, operatorii economici vor trebui s\u0103 furnizeze o evaluare care s\u0103 confirme c\u0103 respectivul automobil nu este considerat vehicul scos din uz sau, alternativ, s\u0103 prezinte un certificat de inspec\u021bie tehnic\u0103 valabil.<\/p>\n\n\n\n<p>Pentru tranzac\u021biile realizate \u00eentre persoane fizice, cerin\u021bele vor fi mai pu\u021bin restrictive. \u00cen aceste situa\u021bii, unul dintre cele dou\u0103 documente va fi necesar doar dac\u0103 vehiculul a fost declarat daun\u0103 economic\u0103 total\u0103 ori dac\u0103 v\u00e2nzarea este realizat\u0103 exclusiv prin intermediul unei platforme online.<\/p>\n\n\n\n<p>Potrivit institu\u021biilor europene, aceast\u0103 abordare urm\u0103re\u0219te s\u0103 reduc\u0103 birocra\u021bia pentru cet\u0103\u021beni, f\u0103r\u0103 a afecta trasabilitatea \u0219i controlul asupra vehiculelor aflate \u00een circula\u021bie.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"producatorii-vor-suporta-costurile-de-colectare-si-tratare-a-vehiculelor-scoase-din-uz\"><a href=\"https:\/\/www.capital.ro\/ue-schimba-regulile-pentru-industria-auto-vehiculele-vor-fi-proiectate-si-reciclate-dupa-noi-standarde.html#producatorii-vor-suporta-costurile-de-colectare-si-tratare-a-vehiculelor-scoase-din-uz\">Produc\u0103torii vor suporta costurile de colectare \u0219i tratare a vehiculelor scoase din uz<\/a><\/h3>\n\n\n\n<p>Un alt element important al noii legisla\u021bii vizeaz\u0103 responsabilitatea produc\u0103torilor dup\u0103 \u00eencheierea ciclului de via\u021b\u0103 al vehiculelor.<\/p>\n\n\n\n<p>La trei ani dup\u0103 intrarea \u00een vigoare a regulamentului, va fi introdus sistemul de r\u0103spundere extins\u0103 a produc\u0103torilor. Astfel, constructorii auto vor avea obliga\u021bia de a acoperi costurile colect\u0103rii \u0219i trat\u0103rii vehiculelor ajunse la sf\u00e2r\u0219itul duratei de utilizare, indiferent de statul membru \u00een care acestea se afl\u0103.<\/p>\n\n\n\n<p>M\u0103sura are ca scop reducerea abandon\u0103rii vehiculelor \u0219i cre\u0219terea ratelor de reciclare \u0219i valorificare a materialelor recuperabile.<\/p>\n\n\n\n<p>\u00cen paralel, regulamentul \u00eent\u0103re\u0219te \u0219i regimul exporturilor de automobile rulate.
