Confedera\u0163ia Operatorilor \u015fi Transportatorilor Autoriza\u0163i din Rom\u00e2nia (COTAR) avertizeaz\u0103 c\u0103 implementarea TollRo, STRR \u015fi a tichetelor de rut\u0103 nu este suficient preg\u0103tit\u0103 tehnic \u015fi poate provoca blocaje majore \u00een transporturi. \u00cen acela\u015fi timp, organiza\u0163ia sus\u0163ine c\u0103 exist\u0103 riscul apari\u0163iei unui monopol al CNAIR asupra infrastructurii digitale de taxare. Transportatorii cer o perioad\u0103 real\u0103 de tranzi\u0163ie \u015fi p\u0103strarea actualului sistem de distribu\u0163ie a rovinietelor p\u00e2n\u0103 la finalizarea implement\u0103rii.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"transportatorii-reclama-lipsa-infrastructurii-tehnice-necesare-pentru-aplicarea-tollro\"><a href=\"https:\/\/www.capital.ro\/noul-sistem-de-taxare-rutiera-din-romania-se-va-aplica-din-1-iulie-avertisment-cotar-sa-se-poata-plati-si-numerar.html#transportatorii-reclama-lipsa-infrastructurii-tehnice-necesare-pentru-aplicarea-tollro\">Transportatorii reclam\u0103 lipsa infrastructurii tehnice necesare pentru aplicarea TollRo<\/a><\/h2>\n\n\n\n<p>Transportatorii sus\u0163in c\u0103 noul sistem de<a href=\"https:\/\/www.capital.ro\/taxele-de-autostrada-majorate-plata-cash-dispare-complet-ce-trebuie-sa-faca-mii-de-soferi-inainte-de-plecare.html\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;taxare rutier\u0103<\/a>&nbsp;nu poate fi aplicat eficient doar prin modific\u0103ri legislative, \u00een lipsa unei infrastructuri tehnice complet func\u0163ionale \u015fi accesibile tuturor operatorilor implica\u0163i \u00een pia\u0163\u0103.&nbsp;<a href=\"http:\/\/cotar.ro\/\" target=\"_blank\" rel=\"noreferrer noopener\">Reprezentan\u0163ii COTAR<\/a>&nbsp;atrag aten\u0163ia c\u0103 lipsesc \u00eenc\u0103 norme metodologice clare, proceduri de autorizare finalizate, interfe\u0163e API func\u0163ionale \u015fi medii de testare public\u0103 pentru furnizorii \u015fi distribuitorii implica\u0163i \u00een proces.<\/p>\n\n\n\n<p>Noul sistem&nbsp;<a href=\"https:\/\/www.capital.ro\/taxa-de-drum-in-2026-cat-platesc-romanii-fata-de-soferii-din-ungaria-bulgaria-austria-franta-si-italia.html\" target=\"_blank\" rel=\"noreferrer noopener\">TollRo<\/a>&nbsp;pentru&nbsp;<a href=\"https:\/\/www.capital.ro\/transportul-auto-genereaza-85-din-poluarea-din-republica-moldova-chisinaul-cel-mai-afectat-din-cauza-reliefului.html\" target=\"_blank\" rel=\"noreferrer noopener\">vehiculele de marf\u0103<\/a>&nbsp;ar urma s\u0103 intre \u00een vigoare de la 1 iulie 2026, conform Legii nr. 226\/2023 privind aplicarea tarifelor rutiere pe re\u0163eaua de drumuri na\u0163ionale.<\/p>\n\n\n\n<p>\u00cen acest context, transportatorii avertizeaz\u0103 c\u0103 o implementare accelerat\u0103, f\u0103r\u0103 o perioad\u0103 de tranzi\u0163ie func\u0163ional\u0103, poate produce efecte directe asupra \u00eentregului lan\u0163 logistic \u015fi asupra veniturilor colectate de stat.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eCerem Ministerului Transporturilor s\u0103 corecteze urgent Legea nr. 226\/2023, s\u0103 introduc\u0103 o tranzi\u0163ie real\u0103 \u015fi s\u0103 protejeze at\u00e2t utilizatorii, c\u00e2t \u015fi infrastructura economic\u0103 na\u0163ional\u0103 deja existent\u0103\u201d, se precizeaz\u0103 \u00eentr-un comunicat al COTAR.<\/p>\n<\/blockquote>\n\n\n\n<p>Organiza\u0163ia sus\u0163ine c\u0103 simpla schimbare a cadrului legal nu poate substitui lipsa unei infrastructuri digitale complet opera\u0163ionale.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eNu po\u0163i sanc\u0163iona utilizatorii \u015fi transportatorii pentru neconformare \u00eentr-un sistem care nu este \u00eenc\u0103 preg\u0103tit complet pentru conformare. Rom\u00e2nia are nevoie de digitalizare, dar de o digitalizare func\u0163ional\u0103, testat\u0103, deschis\u0103 pie\u0163ei \u015fi accesibil\u0103 tuturor utilizatorilor, nu de un monopol tehnic \u015fi comercial construit peste noapte\u201d, declar\u0103 reprezentan\u0163ii COTAR.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"rovinietele-deja-platite-ar-putea-deveni-nevalabile-inainte-de-expirare\"><a href=\"https:\/\/www.capital.ro\/noul-sistem-de-taxare-rutiera-din-romania-se-va-aplica-din-1-iulie-avertisment-cotar-sa-se-poata-plati-si-numerar.html#rovinietele-deja-platite-ar-putea-deveni-nevalabile-inainte-de-expirare\">Rovinietele deja pl\u0103tite ar putea deveni nevalabile \u00eenainte de expirare<\/a><\/h3>\n\n\n\n<p>Transportatorii cer men\u0163inerea actualului regim comercial pentru v\u00e2nzarea rovinietelor p\u00e2n\u0103 la finalizarea complet\u0103 a tranzi\u0163iei c\u0103tre noul sistem TollRo. COTAR consider\u0103 c\u0103 utilizatorii nu trebuie s\u0103 suporte costurile unei schimb\u0103ri legislative \u015fi tehnice realizate f\u0103r\u0103 o perioad\u0103 adecvat\u0103 de adaptare.<\/p>\n\n\n\n<p>Confedera\u0163ia solicit\u0103 prorogarea termenelor de implementare pentru STRR, TollRo \u015fi tichetele de rut\u0103 p\u00e2n\u0103 \u00een momentul \u00een care sistemul va deveni complet opera\u0163ional, testat public \u015fi integrat cu furnizorii \u015fi distribuitorii autoriza\u0163i.<\/p>\n\n\n\n<p>\u00cen acela\u015fi timp, organiza\u0163ia avertizeaz\u0103 c\u0103 exist\u0103 riscul ca rovinietele deja achitate de utilizatori s\u0103 \u00ee\u015fi piard\u0103 valabilitatea \u00eenainte de termenul pentru care au fost cump\u0103rate.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eCOTAR consider\u0103 inadmisibil ca rovinietele aflate \u00een vigoare s\u0103 \u00eenceteze artificial la data de 30 iunie\/1 iulie 2026, \u00eenainte de expirarea perioadei pentru care utilizatorii au pl\u0103tit. Rovinietele existente trebuie s\u0103 r\u0103m\u00e2n\u0103 valabile p\u00e2n\u0103 la termenul natural de expirare. \u00cen caz contrar, statul transfer\u0103 asupra utilizatorilor costurile unei tranzi\u0163ii legislative \u015fi tehnice pe care ace\u015ftia nu au generat-o\u201d, se precizeaz\u0103 \u00een comunicat.<\/p>\n<\/blockquote>\n\n\n\n<p>Transportatorii mai sus\u0163in c\u0103 actualul sistem comercial de distribu\u0163ie func\u0163ioneaz\u0103 printr-o infrastructur\u0103 dezvoltat\u0103 \u00een ani de investi\u0163ii private, care include platforme online, puncte fizice de v\u00e2nzare, call-center \u015fi solu\u0163ii tehnice integrate.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eActualul sistem de distribu\u0163ie func\u0163ioneaz\u0103 prin re\u0163ele comerciale, platforme online, puncte fizice de v\u00e2nzare, call-center, solu\u0163ii API \u015fi suport tehnic construit \u00een ani de investi\u0163ii private. Eliminarea sau marginalizarea acestor operatori ar afecta direct capacitatea utilizatorilor de a se conforma \u015fi ar reduce canalele prin care statul \u00ee\u015fi colecteaz\u0103 veniturile\u201d, se mai arat\u0103 \u00een comunicat.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"transportatorii-avertizeaza-asupra-unui-posibil-monopol-al-cnair\"><a href=\"https:\/\/www.capital.ro\/noul-sistem-de-taxare-rutiera-din-romania-se-va-aplica-din-1-iulie-avertisment-cotar-sa-se-poata-plati-si-numerar.html#transportatorii-avertizeaza-asupra-unui-posibil-monopol-al-cnair\">Transportatorii avertizeaz\u0103 asupra unui posibil monopol al CNAIR<\/a><\/h3>\n\n\n\n<p>Unul dintre principalele puncte contestate de transportatori vizeaz\u0103 posibilitatea ca aplica\u0163ia mobil\u0103 \u015fi infrastructura digital\u0103 TollRo s\u0103 fie controlate exclusiv de CNAIR. COTAR sus\u0163ine c\u0103 un astfel de model ar limita concuren\u0163a \u015fi ar crea dependen\u0163\u0103 de un singur operator tehnic.<\/p>\n\n\n\n<p>Confedera\u0163ia cere ca aplica\u0163ia CNAIR s\u0103 reprezinte doar una dintre variantele disponibile pentru utilizatori, f\u0103r\u0103 eliminarea furnizorilor na\u0163ionali sau a distribuitorilor autoriza\u0163i deja existen\u0163i \u00een pia\u0163\u0103.<\/p>\n\n\n\n<p>Transportatorii solicit\u0103 acces deschis \u015fi nediscriminatoriu pentru dezvoltarea de aplica\u0163ii \u015fi servicii interconectate cu sistemele CNAIR.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eO infrastructur\u0103 na\u0163ional\u0103 critic\u0103 nu trebuie s\u0103 fie dependent\u0103 de un singur canal de plat\u0103, de o singur\u0103 aplica\u0163ie \u015fi de un singur operator tehnic. Redundan\u0163a, concuren\u0163a \u015fi accesul multicanal sunt garan\u0163ii de func\u0163ionare, nu obstacole\u201d, subliniaz\u0103 reprezentan\u0163ii transportatorilor.<\/p>\n<\/blockquote>\n\n\n\n<p>\u00cen acela\u015fi timp, organiza\u0163ia consider\u0103 necesar\u0103 men\u0163inerea posibilit\u0103\u0163ii de plat\u0103 \u00een numerar prin re\u0163elele na\u0163ionale de distribu\u0163ie autorizate, argument\u00e2nd c\u0103 excluderea acestei op\u0163iuni ar afecta utilizatorii f\u0103r\u0103 acces constant la servicii digitale sau bancare.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201eServiciile de taxare rutier\u0103 implic\u0103 date sensibile privind vehicule, trasee, pl\u0103\u0163i, transporturi \u015fi utilizarea infrastructurii rutiere. Aceste date trebuie stocate \u015fi procesate \u00een Uniunea European\u0103, iar furnizorii care opereaz\u0103 pe pia\u0163a rom\u00e2neasc\u0103 trebuie s\u0103 asigure suport opera\u0163ional real \u00een Rom\u00e2nia \u015fi \u00een limba rom\u00e2n\u0103\u201d, se men\u0163ioneaz\u0103 \u00een document.<\/p>\n<\/blockquote>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"transportatorii-cer-consultari-urgente-inainte-de-aplicarea-noilor-taxe\"><a href=\"https:\/\/www.capital.ro\/noul-sistem-de-taxare-rutiera-din-romania-se-va-aplica-din-1-iulie-avertisment-cotar-sa-se-poata-plati-si-numerar.html#transportatorii-cer-consultari-urgente-inainte-de-aplicarea-noilor-taxe\">Transportatorii cer consult\u0103ri urgente \u00eenainte de aplicarea noilor taxe<\/a><\/h4>\n\n\n\n<p>Transportatorii solicit\u0103 Ministerului Transporturilor \u015fi CNAIR organizarea unor consult\u0103ri urgente cu toate entit\u0103\u0163ile implicate \u00een noul sistem de taxare rutier\u0103, \u00eenaintea adopt\u0103rii deciziilor finale privind implementarea TollRo.<\/p>\n\n\n\n<p>COTAR cere participarea distribuitorilor autoriza\u0163i, furnizorilor na\u0163ionali, furnizorilor SETRo, procesatorilor de pl\u0103\u0163i \u015fi asocia\u0163iilor relevante din domeniu pentru stabilirea unui mecanism func\u0163ional \u015fi predictibil.<\/p>\n\n\n\n<p>\u00cen plus, organiza\u0163ia solicit\u0103 reanalizarea ariei de aplicare a noilor tarife rutiere \u015fi realizarea unui studiu de impact \u00eenainte de extinderea tax\u0103rii asupra tuturor drumurilor na\u0163ionale.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201ePractica european\u0103 trebuie \u00een\u0163eleas\u0103 corect: taxarea rutier\u0103 trebuie s\u0103 fie propor\u0163ional\u0103, predictibil\u0103 \u015fi fundamentat\u0103 pe costuri reale, nicidecum extins\u0103 automat asupra tuturor drumurilor na\u0163ionale f\u0103r\u0103 un studiu de impact solid.
