{"id":1425,"date":"2015-05-05T06:14:50","date_gmt":"2015-05-05T06:14:50","guid":{"rendered":"http:\/\/realitatearutiera.ro\/?p=1425"},"modified":"2015-05-05T06:14:50","modified_gmt":"2015-05-05T06:14:50","slug":"autostrada-unui-esec-anuntat-comarnic-brasov","status":"publish","type":"post","link":"https:\/\/realitatearutiera.ro\/?p=1425","title":{"rendered":"Autostrada unui e\u015fec anun\u0163at: Comarnic &#8211; Bra\u015fov !"},"content":{"rendered":"<p><strong>Am avertizat degeaba timp de trei ani c\u0103 pierdem vremea (\u015fi banii) tot for\u0163\u00e2ndu-ne s\u0103 facem o autostrad\u0103 pentru care nu avem \u015fi nu vom primi bani, dar poate c\u0103, de data asta, nu voi mai scrie degeaba \u015fi poten\u0163ialele solu\u0163ii la problema travers\u0103rii Carpa\u0163ilor \u00eentre Bra\u015fov \u015fi Comarnic.<\/strong><\/p>\n<p>Acum mai bine de doi ani, c\u00e2nd ne amenin\u0163a c\u0103 se mut\u0103 cu cortul pe \u015fantierul autostr\u0103zii Bra\u015fov \u2013 Comarnic, premierul considera, f\u0103r\u0103 \u00eendoial\u0103, c\u0103 semnarea contractelor pentru acest vis al s\u0103u transformat \u00eentre timp \u00een Moby Dick este ca \u015fi f\u0103cut\u0103. \u00cen acest scop, oprise cu c\u00e2teva luni \u00eenainte toate procedurile legate de Sibiu \u2013 Pite\u015fti, pentru ca datele financiare ale autostr\u0103zii de pe Valea Prahovei s\u0103 fie c\u00e2t mai bune. \u015ei oprite le-a \u0163inut peste doi ani de zile. \u00cen plus, ni se spunea c\u0103 nu va fi o problem\u0103 ca fondurile europene dedicate culoarului de pe Valea Oltului s\u0103 fie mutate la o autostrad\u0103 Sibiu \u2013 Bra\u015fov \u2013 Comarnic.<\/p>\n<p>Avertizam, \u00eenc\u0103 de pe atunci, c\u0103 manevra aceasta nu va avea \u015fanse de succes, pentru c\u0103 Uniunea European\u0103 nu \u00ee\u015fi schimb\u0103 destina\u0163ia fondurilor doar pentru c\u0103 vrem noi s\u0103 facem autostr\u0103zi pe unde ne duce capul sau ne dicteaz\u0103 interesele. \u015ei mai avertizam c\u0103 tot ce se va \u00eent\u00e2mpla va fi s\u0103 pierdem luni \u015fi ani pre\u0163io\u015fi, ca s\u0103 nu mai spun de banii europeni pe care risc\u0103m s\u0103 nu-i mai transform\u0103m \u00een infrastructura at\u00e2t de necesar\u0103. Nu c\u0103 a\u015f fi fost singurul, dimpotriv\u0103, mai to\u0163i transportatorii \u015fi produc\u0103torii din Rom\u00e2nia au f\u0103cut, timp de doi ani, un front comun \u00een fa\u0163a acestei decizii considerate a fi iresponsabile.<\/p>\n<p>Doi ani mai t\u00e2rziu, am pierdut nu doar timpul, ci deja risc\u0103m s\u0103 pierdem \u015fi banii dedica\u0163i unui \u015fantier care va \u00eencepe cel devreme abia la final de 2018 (Sibiu \u2013 Pite\u015fti), s\u0103 pl\u0103tim din banii no\u015ftri buc\u0103\u0163ile de autostrad\u0103 \u00eent\u00e2rziate nepermis de mult \u00eentre Sibiu \u015fi N\u0103dlac, s\u0103 pierdem investi\u0163ii la Dacia \u015fi la zecile de furnizori de piese auto de pe ambele p\u0103r\u0163i ale Carpa\u0163ilor, dar \u015fi tot influxul de transport dinspre Est (China \u015fi-a dublat deja num\u0103rul de containere care vin \u00een Portul Constan\u0163a \u015fi le va dubla din nou, dar noi nu avem centur\u0103 la nivel de autostrad\u0103 pentru Bucure\u015fti, nici m\u0103car nu-s \u00eencepute procedurile!). \u00cen plus, dragarea Dun\u0103rii \u015fi reamenajarea porturilor de pe traseu nici m\u0103car nu sunt luate \u00een calcul, de\u015fi ar fi solu\u0163ia cea mai ieftin\u0103 de fluidizare a transportului de marf\u0103 spre Vest, ca s\u0103 nu mai spun c\u0103 ar reactiva \u015fi rentabiliza investi\u0163iile-mamut f\u0103cute \u00een comunism. \u00centre timp, solu\u0163ia pentru blocajele de pe Valea Prahovei nu se \u00eentrevede nici acum.<\/p>\n<p>Dar nu avem, oare, nevoie de autostrad\u0103 care s\u0103 treac\u0103 mun\u0163ii pe Valea Prahovei? Nu ar fi minunat s\u0103 mergem cu ma\u015fina la munte pe autostrad\u0103, a\u015fa cum ne \u00eenchipuim c\u0103 se \u00eent\u00e2mpl\u0103 \u00een Vest? Da, ar fi minunat \u015fi da, avem nevoie.<strong> Dar nu cu orice pre\u0163<\/strong>, \u015fi nici s\u0103 credem c\u0103 ea va rezolva toate problemele legate de v\u00e2rfurile de trafic \u00eenregistrate \u00een weekend \u015fi de s\u0103rb\u0103tori. \u00cen plus, a\u015fa cum am ar\u0103tat mai mult, <strong>altele sunt priorit\u0103\u0163ile reale de transport ale Rom\u00e2niei<\/strong>, nu visul umed de a merge cu ma\u015fina personal\u0103 la cabana de la munte de pe Valea Prahovei. Iar marea problem\u0103 a acestei buc\u0103\u0163i de autostrad\u0103 este c\u0103 nu \u015fi-ar acoperi banii din taxe nici \u00een 30 de ani. De ce? Tocmai pentru c\u0103, \u00een ciuda traficului intens de pe acest tronson, puterea de cump\u0103rare a rom\u00e2nilor nu acoper\u0103 cheltuielile. \u015ei nu, nu m\u0103 refer la pre\u0163ul de 126 de milioane de euro pe kilometru reie\u015fit din contractele guvernamentale, m\u0103 refer chiar la pre\u0163ul de 30-35 de milioane de euro c\u00e2t ar trebui s\u0103 coste, de fapt, aceast\u0103 bucat\u0103 de autostrad\u0103 conform normelor de cost obi\u015fnuite \u00een zona montan\u0103.<\/p>\n<p>Domnul Ponta \u015ftia acest lucru, domnul \u015eova \u015ftia acest lucru, domnul Rus \u015ftie acest lucru, iar calea lor s-a blocat tocmai pentru c\u0103, dac\u0103 nu vor s\u0103 fac\u0103 autostrada din banii de la buget, trebuie s\u0103-i asigure constructorului alte contracte mai profitabile, din care s\u0103-\u015fi scoat\u0103 banii. Se fac, iar unele dintre ele dureaz\u0103 \u015fi de dou\u0103 ori mai mult dec\u00e2t blocajele rom\u00e2ne\u015fti, dar dac\u0103 ne-am scoate pu\u0163in capul din fund am \u015fti asta \u015fi nu ne-am mai considera ultimii pro\u015fti de pe planet\u0103 c\u0103 nu putem ajunge la baza p\u00e2rtiei cu autostrada. Majoritatea marilor sta\u0163iuni din Europa sunt la 10-30 de kilometri de autostrad\u0103 \u015fi nu vre\u0163i s\u0103 \u015fti\u0163i c\u00e2t de blocate sunt drumurile de leg\u0103tur\u0103 \u00een zilele de v\u00e2rf de sezon. \u00cen schimb, un tren rapid care pleac\u0103 din 30 \u00een 30 de minute \u015fi care ajunge de la Bra\u015fov la Sinaia \u00eentr-un sfert de or\u0103 \u015fi la Bucure\u015fti \u00eentr-o or\u0103 \u015fi jum\u0103tate \u00ee\u0163i rezolv\u0103 mare parte din stresul aruncat asupra \u015foselelor. Culmea, aici am avea bani europeni. Dar nu vrem s\u0103-i acces\u0103m. De ce?<\/p>\n<p>\u015ei c\u0103 veni vorba de bani, cu tot deficitul de care se leag\u0103 guvernan\u0163ii, iat\u0103 c\u0103 au reu\u015fit s\u0103 aib\u0103 un surplus. Foarte bine, poate c\u0103 dac\u0103 refac calculele \u015fi nu arunc\u0103 to\u0163i banii \u00eenspre ajutoare sociale \u015fi salarii, vor avea de unde scoate 2 miliarde de euro pentru aceast\u0103 autostrad\u0103, mai ales atunci c\u00e2nd banii sunt \u00eentin\u015fi pe 4 ani. Dar dac\u0103 pur \u015fi simplu nu sunt bani, \u00eenseamn\u0103 c\u0103 pur \u015fi simplu nu ne putem permite aceast\u0103 autostrad\u0103 \u00een acest moment. \u015ei nici p\u00e2n\u0103 \u00een 2020. \u015ei atunci? Ne punem m\u00e2inile-n cap \u015fi d\u0103m vina pe cadavre politice gen B\u0103sescu?<\/p>\n<p>Nicidecum . <strong>A doua solu\u0163ie, complementar\u0103, este s\u0103 revizuiasc\u0103 costurile autostr\u0103zii \u00een jos de la fantasmagorica sum\u0103 avansat\u0103 \u015fi s\u0103 aleag\u0103 un traseu care s\u0103 fie c\u00e2t mai ieftin de construit \u015fi de \u00eentre\u0163inut.<\/strong>S-a discutat oare solu\u0163ia cu construirea autostr\u0103zii p\u00e2n\u0103 l\u00e2ng\u0103 Sinaia exact pe l\u00e2ng\u0103 calea ferat\u0103 \u00een loc s\u0103 fie coco\u0163at\u0103 pe mun\u0163i sau prin Valea Doftanei, a\u015fa cum se vehicula? Sau c\u00e2t de dificil ar fi s\u0103 faci pe acolo m\u0103car un drum cu dou\u0103 benzi \u015fi sens unic \u00eentre Comarnic \u015fi Sinaia, astfel \u00eenc\u00e2t s\u0103 ai dou\u0103 benzi spre Sinaia pe drumul actual \u015fi alte dou\u0103 spre Comarnic prin vale? Nu \u015ftiu, solu\u0163ii sunt mai multe, unele merit\u0103 b\u0103gate \u00een seam\u0103, altele nu, dar sunt dispu\u015fi cei de la CNADNR \u015fi de la Guvern s\u0103 asculte ce spun speciali\u015ftii?<\/p>\n<p><strong>A treia solu\u0163ie este s\u0103 identifici zonele \u00een care se realizeaz\u0103 principalele blocaje de pe DN1 \u00eentre Predeal \u015fi Sinaia \u015fi s\u0103 le fluidizezi prin solu\u0163ii punctuale<\/strong>. La bani sensibil mai pu\u0163ini, dar cu efecte dramatice pentru fluidizarea traficului \u00een zon\u0103. C\u0103 nu-s la fel de sexy ca o autostrad\u0103 la botul calului, corect. Dar dac\u0103 asta e tot ce ne permitem, hai s\u0103 le facem.<\/p>\n<p>Totu\u015fi, nu \u015ftiu de ce am impresia c\u0103 nu costurile cele mai mici au fost c\u0103utate timp de trei ani de zile, \u015fi nici solu\u0163iile cele mai eficiente din punct de vedere economic. Iar dac\u0103 afacerea b\u0103ie\u0163ilor de\u015ftep\u0163i a fost stricat\u0103, tot ce mai r\u0103m\u00e2ne e s\u0103 se supere pe sat: ah, n-a\u0163i vrut s\u0103 pl\u0103ti\u0163i 8 miliarde pe 60 de kilometri de autostrad\u0103, lua\u0163i de sta\u0163i bloca\u0163i \u00een trafic. Un mod extrem de p\u0103gubos de a g\u00e2ndi, de care m\u0103 tem c\u0103 nu vom sc\u0103pa prea devreme. Pot doar spera c\u0103 solu\u0163iile avansate de transportatori \u015fi de speciali\u015ftii din afara Guvernului vor fi luate m\u0103car \u00een calcul. Deocamdat\u0103 se aude doar o g\u00e2ngureal\u0103. E prea pu\u0163in, iar noi ne vom trezi peste al\u0163i 3 ani c\u0103 n-am f\u0103cut, de fapt, nimic. Iar asta ar fi de-a dreptul tragic.<\/p>\n<p>ps. apropo, poza nu e din Rom\u00e2nia, ci din Fran\u0163a, de l\u00e2ng\u0103 o mare sta\u0163iune montan\u0103.
