Excep\u021bie fac doar cele \u00eenmatriculate \u00eentr-un alt stat membru al UE.<\/h4>\n\n\n\n<p>Propunerea legislativ\u0103, \u00eenregistrat\u0103 la Senat \u00een procedur\u0103 de urgen\u021b\u0103 vizeaz\u0103 modificarea \u0219i completarea Ordonan\u021bei Guvernului nr.78\/2000 privind omologarea, eliberarea c\u0103r\u021bii de identitate \u0219i certificarea autenticit\u0103\u021bii vehiculelor rutiere \u00een vederea comercializ\u0103rii, \u00eenmatricul\u0103rii sau \u00eenregistr\u0103rii acestora \u00een Rom\u00e2nia.<\/p>\n\n\n\n<p>Astfel, la articolul 1 este introdus un nou alineat cu urm\u0103torul cuprins: \u201eSunt exceptate de la prevederile alin. (1) privind omologarea vehiculelor rutiere lente, care au fost deja \u00eenmatriculate \u00eentr-un stat membru al Uniunii Europene\u201d.<\/p>\n\n\n\n<p>Articolul 1 alineatul (1) al Ordonan\u021bei \u00een vigoare prevede c\u0103: \u201eVehiculele rutiere pot fi \u00eenmatriculate sau \u00eenregistrate \u00een Rom\u00e2nia numai dup\u0103 omologarea \u0219i certificarea autenticit\u0103\u021bii acestora, dup\u0103 caz, de c\u0103tre Regia Autonom\u0103 \u00abRegistrul Auto Rom\u00e2n\u00bb, denumit\u0103 \u00een continuare R.A.R., organism tehnic specializat al Ministerului Transporturilor, Construc\u021biilor \u0219i Turismului\u201d.<\/p>\n\n\n\n<p>De asemenea, proiectul propune introducerea unui nou punct \u00een actul normativ care define\u0219te vehiculul rutier lent: \u201evehicul rutier antrenat de un motor \u00eencorporat, \u0219i care constructiv pe drum plan nu se poate deplasa cu o vitez\u0103 mai mare de 25 km\/h\u201d.<\/p>\n\n\n\n<p>\u201ePrezenta propunere legislativ\u0103 vizeaz\u0103 modificarea \u0219i completarea Ordonan\u021bei Guvernului nr. 78\/2002 privind omologarea, eliberarea c\u0103r\u021bii de identitate \u0219i certificarea autenticit\u0103\u021bii vehiculelor rutiere \u00een vederea comercializ\u0103rii, \u00eenmatricul\u0103rii sau \u00eenregistr\u0103rii acestora \u00een Rom\u00e2nia, \u00een sensul introducerii unei noi categorii de vehicule, \u0219i anume a vehiculelor lente, pentru a putea fi \u00eenmatriculate \u0219i \u00eenregistrate de c\u0103tre Regia Autonom\u0103 \u00abRegistrul Auto Rom\u00e2n\u00bb, nefiind prev\u0103zut la momentul actual \u00een legisla\u021bia na\u021bional\u0103 o procedur\u0103 permisiv\u0103 cum este \u00een cazul altor \u021b\u0103ri membre ale UE\u201d, arat\u0103 ini\u021biatorul, \u00een expunerea de motive a proiectului de lege.<\/p>\n\n\n\n<p>Deputatul UDMR explic\u0103 faptul c\u0103 din categoria vehicule rutiere lente fac parte din aceast\u0103 categorie o gam\u0103 variat\u0103 de vehicule, care ofer\u0103 printre altele solu\u021bii eco-friendly, precum \u0219i solu\u021bii de transport avansate cu vehicule electrice, pentru a reduce poluarea cu CO\u2082\u201d, conform sursei citate.<\/p>\n\n\n\n<p>Ele sunt u\u0219or de utilizat \u0219i pot servi at\u00e2t companiilor, c\u00e2t \u0219i persoanelor fizice pentru a transporta m\u0103rfuri \u0219i persoane \u00een interiorul ora\u0219elor, \u00een zona industrial\u0103 sau \u00een zona montan\u0103, mai sus\u021bine parlamentarul Uniunii.<\/p>\n\n\n\n<p>\u201eAceste vehicule sunt \u00eenmatriculate \u0219i folosite \u00een diferite \u021b\u0103ri apar\u021bin\u00e2nd UE, av\u00e2nd utilizare conform unor reguli precise pe drumurile publice, cum ar fi limitarea vitezei la maximum 25 km\/h. \u021a\u0103rile europne precum Austria, Slovacia, Germania, Malta, Slovenia, Croa\u021bia, Polonia, Olanda au g\u0103sit solu\u021bia legislativ\u0103 proprie pentru punerea \u00een circula\u021bie a acestor vehicule, chiar sub denumirea de \u00abvehicul lent\u00bb, reu\u0219ind astfel s\u0103 reduc\u0103 poluarea, datorit\u0103 faptului c\u0103 pentru distan\u021bele scurte utilizeaz\u0103 vehiculele sus-men\u021bionate\u201d, conchide ini\u021biatorul proiectului de lege, \u00een expunerea de motive.<\/p>\n\n\n\n<p>Ini\u021biativa legislativ\u0103 a fost depus\u0103, \u00een procedur\u0103 de urgen\u021b\u0103, la Senat, prim for sesizat, decizional\u0103 fiind Camera Deputa\u021bilor.<\/p>\n\n\n\n<p>sursa:
